In a society where reality is constantly changing and public systems are complex and slow to keep up, simplifying processes and solutions for the welfare of all citizens is a major national challenge.

That is why at ELKA we are committed to untangle complex public systems and realign cross-sector processes by bringing

together national and local Government, civil society and business to help solve some of the greatest system challenges in Israel.

With a leading team of system experts, we create productive spaces that enable all sides to collaborate effectively, using

a unique working model, based on the 105-year culture of partnering of The Joint in Israel.

 

JOINT-ELKA promotes and facilitates effective interfaces between and within the different sectors (national and local

government, third and business sectors) engaged in the provision of public services.

ELKA develops solutions to deep-seated systemic challenges, which limit the ability to provide effective and 

efficient social services. These challenges are not unique to any given social problem, but rather are characteristics

to a range of problems, and essentially affect the entire public service system.
